Bundaberg City Council

Schedule of Rates and Charges as made and levied by Bundaberg City Council for
the Financial Year 1st July, 2007 - 30th June, 2008.

Council will issue two (2) six monthly Rates Notices. The levy for each Notice will be one-half of the Annual Rates and Charges, except for Water Consumption. Water Consumption is based on actual water consumed as determined by Water Meter Readings at six monthly intervals. Payment is due by the owner to the Council within 30 clear days after the issue date of the rate notice. All amounts outstanding at 30th June, 2007 bear compound interest at the rate of 11.00% per annum calculated on Daily Rests.

  1. Differential General Rates - Council will make and levy Differential General Rates for the financial year ending 30 June 2008 on all rateable land within the following four categories:

    The criteria, by which rateable land is categorised, are specified as General Criteria and Specific Criteria. The Specific Criteria apply to the potential predominant land use by virtue of its improvements or activities conducted upon the land.
  2. Water Charges - Refer to the Water Charges Section below. For details of non-domestic water charges, contact Council's Administration Office.
  3. Sewerage Charges - As provided in Council's Budget 2007/2008.
    • Domestic - $205.00 per half year.
    • Other Than Domestic - first pedestal $205.00 per half year; second pedestal and each subsequent pedestal $174.25 per half year.
    • Vacant Lands (which are sewerable from existing mains) - $205.00 per half year.
  4. Cleansing Charges -
    1. Waste Collection Service ($94.50 per half year) consisting of a 240 litre wheelie bin collected on a designated service day each week, and access to a 240 litre Recycling service (collected fortnightly).
    2. New or Extra Waste Collection Service required for part of year only be charged for proportionately. No rebate will be allowed in charges for weekly services for periods during which premises may be temporarily unoccupied.
  5. Change of Address or Transfer of Land - Must be Notified to the Chief Executive Officer within 30 days.
  6. Discount on Rates for Payment Within 30 Clear Days - Council allows discount of 10% of the current levies provided the whole of such rates together with any arrears are paid within 30 clear days from the issue date of the rate notice. Please do not ask Council and/or Council Staff to extend the discount period as there is no authority to grant this request.

 

Pensioner Allowances
Pensioners who are either the registered owner/s or life tenant/s of their principal place of residence and who hold a Queensland `Pensioner Concession Card' issued by Centrelink or the Department of Veteran's Affairs, or a Queensland `Repatriation Health Card - For All Conditions' issued by the Department of Veteran's Affairs are eligible to claim a Pensioner Rates concession under the Council Special Pensioner Remission Scheme of 10% of rates and charges (maximum allowable $60.00 per annum subject to the payment in full of the current half year's rates and charges) also the State Government Pensioner Subsidy Scheme 20% of rates and charges (maximum allowable $180.00 per annum) plus up to 20% Remission of the relevant Fire Levy charge.
Eligible pensioners who are not receiving these rates concessions should complete the application form available at Council's Office.

Prepayments

To assist ratepayers in budgeting their rates, Council will accept prepayments to your rate account at any time.

Rates - Methods Of Payment

Cheques, Bank Drafts, Money Orders should be made payable to the
"Bundaberg City Council". Avoid remitting Bank Notes per Post. Rates may be paid by the following methods:-

Internet
Pay by internet at bundaberg.qld.gov.au/eservice. To receive discount, payments must be made before 5.00pm Queensland time on the due date.
In Person
At Council's Administration Office, Civic Centre, 190 Bourbong Street, Bundaberg, between the hours 8.15 am to 4.00 pm, Monday to Friday.
EFTPOS
EFTPOS facilities are available at Council's Administration Building, 190 Bourbong Street, Bundaberg Central.
Most debit cards are accepted.
Credit cards accepted are: Mastercard, Visa.

Please allow sufficient time for mail delivery as payment must be received on or before the due date to receive discount. Receipts will not be forwarded for mail payments unless requested.
Direct Debit
Arrangements for payment of net half-yearly rates by direct debit can be made by contacting Council's Administration Office (Revenue Section). Please note this facility is not available for part payments.
Australia Post
Pay in person at any post office, phone 13 18 16 (24 hours, 7 days a week) or go to postbillpay.com.au. Refer to your rate notice for relevant details.
B-Pay
Contact your participating Financial Institution to make this payment directly from your cheque, savings or credit card account.
Bill Express - at Bill Express Newsagents
You can now pay your Bundaberg City Council Rates by presenting your rates notice over the counter at Bill Express Newsagents. Look for the red Bill Express Logo. For your convenience a large number of Bill Express newsagents operate 7 days a week and trade extended hours. For a current list of Bill Express agencies call 1300 739 250, 24 hours a day or use the Location Finder at website www.billexpress.com.au . FIRE SERVICES LEVY

Notice to Ratepayers
A charge for the Fire Brigade Services available to your property is included on rates notices within the Fire Service Area. This charge, authorised by the Fire Service Act 1990, is collected on behalf of the Queensland Fire and Rescue Service.

Payment must be made to your local Council as requested. However, as it is NOT a Council charge, any queries should be directed to:-

Water Charges

Council water charges are based on an access charge and usage. The following table is a guide to calculating your water charges:

  • Half-Year Domestic Access Charge (20mm Service - $115 (ie. $230 per annum)
  • Half-Year Non-Domestic Charge based on pipe size - minimum $115 (ie. $230 per annum)

Subject to meeting the General Criteria, land to which any of the following Land Use applies:
4.1Drive-In Shopping Centre with more than 20,000 square metres gross floor area.

 

 

Owner's Objection to Categorisation

You are notified:-

  1. That the rating category in which the land is included was identified by the Bundaberg City Council.
  2. That you, the owner may object to the categorisation of the land by giving to the Bundaberg City Council notice of objection, in the form approved by the Bundaberg City Council, within thirty (30) days after the date of issue of the rate notice or any further period the Bundaberg City Council allows.
  3. That the sole ground on which the owner may object is that, having regard to the criteria decided by the Bundaberg City Council by which rateable land is categorised, the land should have been included as at the date of issue of the rate notice, in another of the rating categories.
  4. That giving a notice of objection will not, in the meantime, affect the levy and recovery of rates.
  5. That if the owner's land is included in another rating category because of the objection, an adjustment of rates will be made.
